Comment: MUNICIPAL RECOVERY MANAGER - Bob Parkinson RECOVERY CENTRE IN PATCHELL PLAZA, KERANG – The Flood Recovery Centre is in Patchell Plaza, Victoria St, Kerang, and is open 10am-3pm Monday and Thursday T. 5452 1315. The Centre can assist those people who require help in accessing grants, assist people with special needs, and provide support and information for clean up and repairs to property. OUTREACH SERVICES AVAILABLE - Services are available to outlying residents who are unable to physically attend the Recovery Centre. To request outreach services contact T. 5452 1315. FLOOD RECOVERY ASSISTANCE AVAILABLE - People within the Shire whose homes and surrounds have been flood affected and who require assistance form volunteers, and community groups who require volunteer assistance with works on flood affected community assets, are asked to register their details with Council’s Municipal Recovery Manager. Once details have been registered the Municipal Recovery Manager will contact service groups such as Rotary to organise allocation of manpower, fodder, equipment, or whatever is required to assist. WASTE COLLECTION UPDATE - Kerang Transfer Station is open daily Mon – Fri 10am – 2pm and weekends 1pm – 5pm until Tuesday 15 March when it will revert to normal operating hours (10am – 2pm Tuesday and Friday and 1pm – 5pm Sunday). Flood affected material is exempt from transfer station fees. As per normal practice, chemicals, asbestos, tyres, prescribed waste or dead animals will not be accepted for disposal. People wishing to dispose of flood affected material outside of normal operating hours can do so by appointment. Please contact the Kerang office of Council on 5450 9333 to make an appointment. Comment: The Immunisation Service is available to provide a service whereby residents of all ages have access to free immunization services, thereby reducing the incidence of preventable life threatening diseases. The coordination of infant, adult and school immunization clinics is undertaken throughout the year. Infant health immunizations are undertaken weekly at various Clinics. A review of this service has seen the need for an appointment service and that is currently being implemented. The Gannawarra Shire Council Health Services conducts a FREE immunization program. The immunization clinics mainly cater for children to be vaccinated against various childhood diseases such as diphtheria, whooping cough, tetanus, meningitis, polio, measles and mumps. Adults may also utilise these clinics to receive their diphtheria/tetanus booster injections, which are necessary every 10 years. Comment: The Litter Act makes it an offence to place household or trade refuse in street litter bins. It places responsibility for litter being thrown from any vehicle on the owner of that vehicle regardless of who actually committed the offence, the driver or the passenger in that vehicle. Council spends thousands of dollars cleaning up litter which, ultimately, is paid by the ratepayers. We all have the responsibility of keeping our municipality clean and tidy. The effects of littering do not stop with appearance. Litter can block drains and cause minor flooding. Litter pollutes creeks and rivers, posing a hazard to health and killing wildlife. Any member of the community can provide evidence against persons dumping rubbish for which the maximum fine is now $2000. It is also an offence to place an advertising leaflet on a vehicle. Comment: The State Government’s Domestic (Feral/Nuisance) Animal Act 1994 requires all dogs and cats over six months to be registered each year. Registration forms are available at both Council offices. Registration renewal notices will be issued in January to those owners of animals that have been previously registered. Severe penalties apply for unregistered dogs and cats and in particular, for dogs found wandering outside the owner’s property. Council’s Local Laws Officers are instructed to and will check the registration status of dogs and cats at any given time. Comment: The purpose of the service is to investigate all noise complaints and ensure that the amenity of the neighbourhood is being maintained for all residents. To apply the provisions of the Environmental Protection Act where necessary. All relevant noise complaints are investigated. Comment: Respite Care is an Community Care Service. Respite Care is provided to support the caring relationship by providing carers of frail older people and people with disabilities with a break from their caring responsibilities. Respite Care can be provided in a number of ways, which include: -- In the clients home, usually on a one to one basis -- Out of the clients home -- In the community, where individuals participate in community activities with the support of a Respite Worker. Comment: The Infectious Disease Control Service discreetly investigate all notifiable infectious disease cases, ensure that the potential for spread is minimised and educate patients and their families to facilitate a quick recovery. Health Act 1958. Notifiable diseases are investigated by council’s Environmental Health Officers with a view to preventing recurrences, minimising spread and educating patients and their families to facilitate a quick recovery. All investigations are carried out discreetly and patient information is kept confidential. All data collected is conveyed to the Human Services Department of Victoria and any leads which may indicate further spread are followed up. The following lists is some common infectious diseases frequently investigated by environmental health officers. COMMON INFECTIOUS DISEASES Campylobacter – Campylobacter gastroenteritis is a type of food poisoning caused by the bacteria Campylobacter jejuni and Campylobacter coli. Campylobacter bacteria can be found in or on: - raw poultry, raw meats - unpasteurised milk - untreated water - puppies and kittens - wild animals and birds Salmonella – There are numerous stereotypes of Salmonella that are pathogenic for both animals and man. Salmonella is a bacterial disease commonly manifested by an acute inflammation of the small and large intestine. The bacteria originate in the bowel, intestine of humans and animals (especially chickens), raw foods and untreated water. Staphylococcus Aureus – This bacteria originates on skin, nose, saliva and in the bowel of humans. Symptoms usually occur abruptly and sometimes violent, with severe nausea, cramps and vomiting. Listeria Monocytogenes – Listeria infection (Listeriosis) is an illness caused by eating contaminated with bacteria called Listeria monocytogenes. Those most at risk are pregnant women and the immune-compromised. Giardiasis – Giardia infection causes an illness called Giardiasis. This is a bowel infection caused by a tiny protozoan organism called Giardia lamblia. Ross River Virus & Barmah Forest Virus – Ross River Virus and Barmah Forest Virus cause epidemic polyarthritis. They are the most important mosquito-borne viruses in Western Australia in terms of human disease. The two viruses have similar life cycles and cause similar symptoms in people. Comment: Rural Access has been identified as a real community need for people with disabilities in rural Victoria. A Rural Access Program has been funded to increase the capacity for rural communities to plan and develop strategies that will enhance community membership opportunities for people with disabilities. Rural Access is part of Disability Services’ broader ’One Community’ vision that aims for an inclusive Victorian community that reflects the needs and aspirations of people with disabilities. The Rural Access Worker plays a pivotal role in local communities by developing a framework for planning which integrates the perspectives of a range of community stakeholders. This integrated approach to community planning will help to identify needs and community priorities and will also inform the development of a range of projects and initiatives that respond to key issues. The Rural Access Worker has a broad mandate to address issues across the full range of community infrastructure including built environment, transport health, education, sport, recreation, arts and culture, etc. The project development focuses on partnership and collaborative approaches that mobilize support from a range of services in the community including mainstream community services and disability service agencies. Comment: Food Services (Delivered meals) is a service provided by the Gannawarra Shire Council, Community Care Service. The Food Service is provided to maintain and enhance the clients health and well-being and to support their ability to live independently at home. The service also provides a monitoring function. The Delivered Meals Service provides a healthy, well balanced midday meal to eligible residents, five days per week, within the Kerang, Cohuna and Quambatook areas. There is also the option of additional weekend meals, delivered frozen on a day that is suitable for the client. The meals are delivered by the Community Care Services wonderful Meals on Wheels Volunteers. These people give freely of their time and are an integral part of this service. You may refer yourself for Food Service (Delivered Meals). Referrals may also be received from doctors, hospitals, family, friends and neighbours. Initial Contact Community Care Services Office Eligibility People eligible to receive these services are frail older people, people with disabilities and their carers. Each client receives a full assessment which identifies service needs and client abilities. The assessment process includes the client and, if required, their carer or other persons as appropriate. Only those assessed as being nutritionally at risk are eligible for Food Services (Delivered Meals).

Comment: Domestic Care is an Community Care Service. Domestic Care provides assistance with house cleaning to support clients and carers to maintain a comfortable home environment. Domestic Care undertakes essential house cleaning of areas regularly used by the client. These areas include bathrooms, toilets, kitchens, living areas and bedrooms. Workers may be assigned to perform such tasks as: -- mopping or vacuuming floors -- dusting -- changing bed linen -- clothes washing -- performing essential ironing etc. Gannawarra Shire Council, Community Care Service staff are only permitted to attend to the tasks that have been assessed as required. If your needs change another assessment will be necessary before staff are allowed to perform extra tasks. The Gannawarra Shire Council, Community Care Service has the responsibility of ensuring a safe workplace for its employees. We therefore request that: -- A safety check of the clients house and equipment be conducted. -- No strong chemicals to be used in the cleaning of households. -- Clients refrain from smoking whilst workers are in the house. -- Workers do not lift heavy objects or move furniture. -- Workers do not clean items that cannot be reached from floor level. Comment: Gannawarra Shire Council issues two categories of Disabled Persons Parking Permits. Category one enables the holder of the permit to park a vehicle in a parking bay specifically reserved for use by disabled motorists or passengers and to park vehicles in other areas for twice the period longer than permitted by the restrictions for that area.
